New graphics card and windows 8

So I needed a graphics card upgrade in order to run higher end games. My computer came standard with a nvidia gt 620. I uninstall the drivers to that and unplug the card. Now I install the new card a Nvidia 650ti. When I boot the computer my monitor goes into stand by mode and I don't see anything but a black screen. My power supply is a 650 watt which is enough to run the card. Could this be a windows 8 issue?

no it isnt a windows 8 issue

if your new gpu needs a 6 pin connector then make sure its properly connected

and if your cpu has integrated graphics make sure you arent connecting the monitor to that

The PCI-E Is connected to the new card and the old card is removed.
