Starting Windows screen and shows the Win7 animation, then it shows a black screen appear nothing after that

My computer new assembled pc intel 61ww motherboard ,i3 LGA2100 processor did not shutdown correctly,i given motherboard service to intel. i change OS into wins7 shutdown is problem clear after one week i get new problem
when i start the power button "Starting Windows" screen, and shows the Win7 animation, then it shows a black screen appear nothing after that. Ctrl + Alt + Del does nothing...

After the black screen i restarted two are three time then only starting as usual
I'm not sure whether the OS files are damaged, hardware
 
Solution
The PSU should be more than 500 watts, it does seem like there is not enough power to continue through to desktop. Sometimes a restart can reduce the amount of boot power to enable you to get to desktop however a pc game or video can then cause the pc to shutdown due to lack of excess power.

Most likely the system files would be corrupted, interruptions as such can cause them to be unstable. You may need to do a REPAIR with your OS disk.

Try disconnecting all your devices except the hdd and use the onboard video out (you need to change the video out option in the bios). This will (hopefully) enable you to boot through to desktop and check for "damages". Look in Device Manger for any discrepnacies then do a "clean" shutdown.

Boot up again to desktop then run CHKDSK /F in the run command box (Start Menu) then do a restart and allow the OS to do a complete check fr descryptors. Continue to desktop and all should be well.

Connect the cd/dvd drive and then boot up to desktop if no errors then shut down. Connect the video card (change the video out to PEG1 option in BIOS)then boot up to desktop. If the problem then occurs again the PSU is most likely at fault.
