Multi-tasking pc build

Before i get onto the main features I require I will briefly go through my PC habits/uses,
I use my PC mainly for web-designing, which I know is not even worth mentioning but is not at all cpu intensive, however I am ALWAYS running multiple applications in the background, with programs such as VLC (watching full hd 1080p movies) wamp, anti-virus, multiple web browsers, photoshop and more. Currently I have a dual monitor set-up so I run a movie on one screen whilst I do all my other stuff as listed on the other.

My budget is £400 or around $610, and not knowing much about PC hardware I want to max-out most of my budget on the cpu and gpu, which I think is where I'm going wrong.
I do not plan on using my build for gaming at all, however I want to expand my work space for a triple monitor set-up, without any lag and I understand the gpu will need a large ram capacity.
I have been looking around on the intel side of things, I am really interested in the 3570k which is going for about £180, I will rarely be overclocking the thing but it's only £10 more than the 3570. on AMD's side I have come across the fx 8350 which is £30 cheaper than the 3570k, and I don't know and don't have a full understanding but from what I do understand, is that the 8350 will be better with software that utilizes more cores so will be perfect for when I do a little video editing. Sometimes I think to myself I'm getting way ahead of myself and really the 3570k and 8350 are really too much for what I need.

So basically what I'm asking for is help from people more knowledgeable on pc hardware to give me a list on the perfect pc build suited to my needs in my budget. thank you :).
