Computer refuses to launch after switching graphics cards

So I switched from a Radeon HD 6450 to a 7870XT. When switching on my PC, all mechanical parts start working, but it won't even launch the BIOS. However, if I plug out the extra power from the card, everything works normally. Except for the card itself of course. (However its fan remains operational.)

It may just be time for a new PSU.

Well, I checked, and my PSU is not at fault.
Why is it that whenever I come on the internet to ask a question, no one ever gives the correct answer and I end up either never getting it solved or just figuring it out on my own some tens of hours later.
Oh, and I've also noticed random extremely weird problems... From everything completely and utterly freezing and then restarting my computer after I unplug my mouse, to my HDD starting to work furiously on something while my screen flashes in rainbow colors. The latter happened when I plugged in an USB. (USB itself is completely clean. Don't suspect it.)
I'd tell you what I think is the problem, but I wouldn't want to bias your opinion.

Honestly strange hangs and stuff like that sounds like a motherboard issue but it is hard to say for sure.
How did you test the PSU? Any way you can test the card in another machine?

Well, I tried in a PSU that supports up to 600W, which is 150W more than my current one, also, I checked how many watts my computer is draining with some sort of device through which all the electricity runs. It's like 40W when not doing much, and it doesn't rise above 100W at all. (Plugging in the extra power to the card makes the computer use quite exactly 30 extra watts, which should be the card's idle power consumption.)
I'll get to test the card in another computer in about 2 days, yeah.
In the meanwhile, I'll try re-installing Windows. I need to put in a bigger HDD anyways.
Also, all packages keep warning me about electrostatic discharge... I am possibly just paranoid, but maybe that's a problem.

Well, a new Windows didn't do anything. (Didn't even expect it to.)
On top of that, more random hangs, and now my old graphics card doesn't work either.
This just keeps getting better and better.
Am I supposed to do something special after putting in a new graphics card... It's not normal that I have no picture at all, right? And isn't my old driver supposed to work for the new card? They come with the same Driver CDs...

i had similiar problem with my 7870xt powercolor edition, the problem was that i wasnt able to push the gpu all the way in cause of the pins at the back of the gpu were "bent" i just took some pliers and straightened them and it worked after that

I don't know, they all seem completely okay to me. Would not go touching any of them with pliers... Besides, it's a really rare case they are physically broken. It's not like they produce them like that. But thanks for the answer.
But hey, after resetting my BIOS and re-reinstalling Windows, I think I got rid of the random hangs and my old graphics card works too. Everything seems to be just like before.
Tried the new card in once more but it still doesn't work. The absolute last idea I have before I go paying someone to fix it or buying a new component, is checking if that card works in other computers. Which I get to find out tomorrow.
In the meanwhile, any chance anyone could maybe figure something out if I posted the list of hardware I have? I don't know, I'm getting damn sad at this point.
