Homebuilt PC doesn't reach his theoretical performance

Hello! First of all, excuse for my poor English.

I built my computer last month. At first, I had another problem, it wasn't powering off after windows shutdown. I solved it one week ago, as asrock support answered, unpluging power cord and removing CMOS batery. During the week I tried to fix one problem from a game updating directx, but I "broke" it, so i was unable to use the computer for nothing. I formated and reinstalled my OS (windows 7).

Here comes my actual problem. After reinstaling windows, my performance on games wasn't so high at it's suposed to, but three days ago while I was playing Bioshock Infinite, instead of having at high definition 20-40 fps as I had, I started to have 10-20 with some drops to 1. I can't neither have more than 6 videos on internet at same time (I was able before) or have two proccess at the same time that require more than 300 fisical memory, for example, gw2 launcher patching and playing League of Legends at same time.

I've tried to play with low settings, but it continues with the same framerate. I've search on internet with no results, because I don't really know the reason of this. I've had a look on CPU-Z and done some performance tests, and all my components are performing at 20-50% of they're suposed to. I'll add those results' screenshots. I've done another performance test before today and had worse results...

I'll be grateful if anyone can help me solving this problem, or at least identifying where the problem is. By the way, CPU-Z sais that my RAM isn't on dual channel, and I found at internet that it's set automatically, any idea about that?

My PC:

Just bought:

-Asrock z77 extreme 4

-Intel i7 3770k

-2x 4GB G.Skill Ripjaws X DDR3 1600

-WD Caivar blue 1TB HDD

I had before:

-Sapphire Radeon HD 7870 OC edition

-Thermaltake litepower 700W psu

-Another 500GB HDD (4-5 years old, I don't know anymore about it)

Have you monitored the CPU temperature?

If the CPU cooler isn't mounted properly the CPU speed will be throttled to keep the CPU from burning itself out.
Which memory sockets on the motherboard did you install the memory modules into?

Since you're only using one dual channel memory kit the two memory modules should be installed in DDR3_A1 and DDR3_B1 or in DDR3_A2 and DDR3_B2.

There should be one empty memory socket between your two memory modules to be able to operate in dual channel mode.

If the two memory modules are installed right next to each other they will be operating in single channel mode only.

Thanx, I did that and my ram is Dual now.

I reset the Bios too (I did it before and didn't work), and now my cpu core speed is always between 1800-3600 MHz, but when I start any game, it drops again to 800 MHz. One friend has tested and he has always 3600-3900 MHz even playing. He has the same build as me, instead of the GPU (he has an Nvidia GTX 660) and the same model of ram, but just 1 of 8 GB

He hasn't update the BIOS, so he'll have the same version, but it can be mobo's problem, or could it be anything with the GPU or the CPU temperature?

At the moment, my cpu has around 75 ºC. I've been having a look on "Asrock extreme tuning utility" which has a "power saving" feature (Inteligent Power Saving), but it doesn't cause any problem. I've just compared with another program to know if it works properly and has the same result.

I changed chasis fans speed from low to high (I've got a Nox coolbay SX) four hours ago, and now I've that temperature, but yesterday and today I've seen it up to 100 ºC. Also, cpu speed goes between 3-3.9 GHz when I power on my computer, but while it's on, the speeds goes lower. Seems it can be the problem.

This is definitely the issue. Today poorly mounted coolers are so much more forgiving. The first and last time I failed to mount my heatsink was when I was a kid with an Athlon XP... I released the magic smoke :)
