RAM speed is reported differently

I'm using an MSI 970A-G46 motherboard, and Corsair Vengeance 1600 MHz RAM (2x4GB). I have the RAM speed set in my BIOS to be 1600 MHz, and the BIOS before boot recognizes that speed. However, if I use MSI's Windows utility to change voltages and whatnot (MSI Control Center), it always reports that the RAM is running at 1333 speed. Speccy reports either 1333 or 1600, but it varies from day to day, and CPU-Z reports 1600 (today is the first day I've tried it).

I don't know what I'm actually getting. How can I know, and how can I force it to a certain speed if necessary? I read on other sites that I could enable XMP, but my motherboard doesn't appear to support XMP (I cannot find a setting for it anywhere). I also read to manually set the timings, but this is a rather daunting task for someone with no overclocking experience.
