I am currently on a Packard bell EasyNote TE intel b830(sure its dual core) intel hd graphics card 6gb ram. I'm having some issues running a playstation 2 emulator on it its a 1.8ghz. I'm not sue if its capable but it does start up but runs a lot slower than normal.

That clock speed sounds a bit low to run a PS2 emulator; particularly with those integrated graphics.
Not sure what your question is, but if it's can your laptop run it faster then I wouldn't expect much.
You can try tweaking some settings and hope for the best.
