I recently tried making a minecraft server for a few friends and myself. I used the .exe file since it seemed much much easier. I can connect to it, although only through direct connect... it does not show up on my local servers like everyone says it should. Also, my friends get a message saying "Can't resolve hostname" or something like that. I've given them both my ip and my ipv4 and they attach the :25565. I am sure that I have done the port forwarding correctly too.
