Lookig to transfer steam games between accounts (both accounts payed for it, only one downloaded it) ?

Can a game be transferred via external hard-drive from one persons steam account to anothers if the person who wans the game transferred onto their hard-drive has payed for the game, but not installed it? For example, I wish to download Operation Arrowhead for Arma2, but this will take forever as my internet is not the best (I have payed for OA). Can my friend transfer his OA onto my laptop?

Yes. Basically, steam is just a cd key check in a sense. So, if you've got the whole game folder copied over to your steam folder, when you go to start the game it should find it. You may need to verify the game integrity, but that only takes a minute.
