You should be able to use this.

I have used it in the past and it worked well. It should automatically move the files on reboot to finish the partition shrink(they call it a resize/move).
What ever you do, do NOT move the start of the partition(this can lead to issues booting), just pull back the end to make it smaller.
The software may have changed a bit(mine is a bit older), but this is what it looks like on my system.

If files are in the way(page file/hibernate file/ect), Windows can not move them to shrink a partition further.
Some more info would help.
Are you just trying to shrink your Windows partition to make room for a second one after it?
