Installed new Video Card - now won't post

Ok, I'm in the process of installing the new video card in my friend's system and can't seem to get it working.

Until now, the computer has been using the onboard video and now the user wants to play some games. Knowing the motherboard is PCIe x16 1.0, we ordered the above mentioned video card for it.

Everything works just fine with the video card NOT installed.

When I install the Video Card, the system will power on, the fans will run fast, and the POST will not complete. There is no signal to the monitor out of either VGA port (onboard and card).

BIOS is set to look for PCIe cards first
IS it a bad card? Is it a BIOS setting? Is it a jumper? Is it not enough power?

It says minimum power is 400 watts. You have that BUT it's prob the garbage OEM one that came with the computer (they don't put out that even if new). It is prob very old, and very weak now.

Edit: Throw in another 2 GB of ram for a very noticeable speed increase at least. <---scrap that, that computer only supports 2 GB.

Double Edit: http://support.gateway.com/s/PC/R/1009052/1009052sp2.shtml That is the specifications for that computer. I'ts not DDR3 and it comes with a 300 Watt PSU.

You are right, it IS DDR2 - my mistake - fixed original post

I got the reading of the PSU directly off the PSU itself. Maybe he has an upgraded version? Either way, it IS old, he's had it aprox 7 years. It is my leading theory, but wanted to see if there was another possibility I overlooked
