Hi guys , i need a computer that can run dota 2 on high settings and with good fps and still be able to stream at the same time . My budget are below $1000.

Yes, and I'd normally recommend it over an i7 any day, because there won't be a difference in gaming between the two, but if you do stream a lot, the hyperthreading (the only thing the i7 has that the i5 doesn't) will help.

However, if you want to stay in budget, the i5 is a great choice - keep in mind, however, that buying the 3570k won't let you overclock unless you ALSO buy a z77 motherboard (I suggest the AsRock z77 Extreme 4) and an aftermarket CPU cooler. (I suggest the Hyper 212 EVO.)
