Help! Windows Won't Boot

Greetings,
I recently bought a new graphics card and hard drive. Yesterday I installed some new drivers for my graphics card, and they installed fine. I played a game for about an hour or so, and then saw Windows had an update available, so I shut down my computer. Upon start-up I got the option to launch "Windows Startup Recovery", or "Launch Windows Normally". I selected to launch the startup recovery, after the repair, it said "Windows cannot fix this problem" and made me click finish. It restarted my CPU and the same message came up asking about how I wanted to launch the computer, this time I selected to "Launch Windows Normally". This did nothing and proceeded to launch the "Windows Startup Recovery", this happens every time.

My first attempt to fix the problem was to launch it in safe mode and I was greeted with this message-

2. Choose your language settings, and the click "Next."

I have been researching the internet for hours trying to find a fix. A lot of fixes include using systems restores and such, these fixes are irrelevant for my PC because there are no restore points set- Its a 1 day old hard drive.

I would really appreciate any help!
