New PC Build Monitor Not Displaying Signal

I have just built a new gaming computer and I plugged it in to find the monitor says No Signal. I am getting really frustrated and any help would be appreciated.

Here are the parts I put in it:
ASRock H61M-VS R2.0
XFX R7750 Radeon Graphics
Intel Core i3 3220
8gb Corsair DDR3
1tb HGST Hard Drive
400W PSU

Okay, here are a few questions/things to try.

Did you use stand off's so that your board isn't in contact with the metal part of the case wall?

Does it post?

Are you plugging your monitor into the graphics card or the vga port on the motherboard?

Have you tried removing the graphics card and using the vga port on the motherboard?

Are there any beep codes when you power the computer on?

Have you tried reseating both sticks of ram... or tried the computer with just one stick of ram?

Yes i used stand off's.
It does post.
I have tried plugging my monitor into the graphics card and the vga on the motherboard and neither worked.
I have tried removing the graphics card and using the vga from the motherboard and that also didn't work.
There aren't any beeps at all.
I have also tried using 1 ram and 2 rams and reseating them and even using no ram and nothing works.

By the way do you think 400W is enough?
