Windows non responsive but not locking....what next?

Yesterday my computer started acting up. It works fine in safemode, but I cannot get it to operate at all in regular boot. It loads fine, but if I try to do anything, ie, open control panel, open a browser etc, that application will not open or respond.

Also, CNTL ALT DELETE does not work. The screen goes black after a few minutes it gives me the error, "failure to display security..."

I called HP and they seem to think its a hardware issue, but I thought I would get a second opinion.

Computer is 1.25year old HP ProBook 4530s. i3 2.2Ghz, 8GB, Windows Home Premium 64 bit. Onboard graphics

So far I have tried -

1. Startup repair - no issues found
2. System restore - in dos reported error 0x8000ffff failure. Upon entering windows it said, "SUCCESS"
3. DSKCHK - 0 bad sectors
4. Ran malwarebytes and avanti
5. HP thought it was video card - so I disabled video card and booted into windows (non safemode) to see if it would have same issues without video card - it did.
6. Ran System File Checker. Results came back clean.

I dont know what else to try. Any thoughts?

It sounds like a corrupt driver since it works fine in safemode. When you say you disabled the video card, do you mean you just disabled it, or did you uninstall and reinstall the driver?

What I would do is completely uninstall and remove all video drivers from the computer, reboot the computer back into safe mode, and download and install the correct video drive from HP.
