High idle GPU temp

Had to do a reinstall of Windows 8 pro 64 bit as it was suffering from random freezing despite torturous testing from my self a cause/solution was never found.
Pre-reinstall idle temps were 30-35c for my Phenom IIx4 and 30-40 for my GTX 460.
Post-reinstall temps are same for CPU but GPU temp has shot up to 55c idle.
Used Core-Temp and HWMonitor to measure GPU temps and give or take a degree I get the same results.
An Nvidia driver issue seems unlikely to me as I never had a problem before, compatibility issue with the Temp measuring software maybe?
One thing though,my PC does seem to exhaust alot more hot air than before.
Any help would be appreciated here as I am baffled by this.
Thanks in advance.

i mean the core clock during idle not core clock when running games. when totally idle the core will clock down to 51Mhz. when running light/old games or any program that might use gpu (such as flash player with hardware acceleration) the core clock will raise up to 405Mhz. when fully loaded the core will run at 3d clock which is depending on vendor setting. in your case it should be 680Mhz. so when idle what is your gpu clock?

Hi,the core clock remains at 680mhz regardless off the GPU load which is quite odd seeing as the clock shouls step up/down depending on the application demands.

Figured out by accident that it was because I'm running 2 monitors, switched down to 1 and hey presto the clocks dropped to 51mhz as you said.
Still doesn't solve the issue of why this temp issue never occured before reinstall of W8.
Trust me I would have noticed, being as OCD about my Temps as I am.

Both the monitors are different, one is standard Dell LCD the other is my Sony Bravia TV connected using a VGA and A DVI cable respectively.

Through sheer curiosity I did a dual boot of W8 and W7 and this issue does not occur when using W7.
GPU temp stays at 35 idle and core clock steps down to 51mhz regardless of the monitor configuration.
