no post or beeps with Ram Sticks,But beeps when no Ram Sticks

my mobo is asus p6t deluxe v2.i used it for over 2 years with out any troubles..
it suddenly freeze yesterday. after it reboots it wont post, and there's no beeps. but when rams unplugged it beeps(no ram beep).i have 3 ram sticks,so i plugged one by one to dimm_A1 slot, mobo reacts the same.
it make no beeps when there ram with or without Vga plugged on.
i also noticed that there is a blue led lit under dimm_A1 socket with or without any ram plugged in.
also when 8 pin power is not plugged in, there's no beeps regardless of ram plugged in or not.

my qusetion is,
is my mother board is faulty or is it my Cpu ?

(vga is checked and working fine and i guess the chance of falling 3 ram sticks at once is low.. )

i checked the PSU with a multimeter...all pins voltages are within +-.2V s.and i reset cmos. but no change. Also the Processor gets worm after few second when power is on.. does that mean cpu is good ?

I don't think you can tell one way or the other about the CPU just by the fact that it generates heat. As for the PSU, checking with a multimeter is good as far as it goes, but it doesn't tell you that the voltages will be steady under load.

When you have a situation like yours, where the problem could be almost anything, you have to start ruling things out. One of the fastest and best ways I've found is by trying components that are known to work in another system.
