Originally it wouldn't pass the ASUS screen without unplugging it first. Then I changed the battery on the motherboard, and it couldn't detect any of my SATA drives (there are three). So it says the 'insert bootable disk and retry' prompt. If I unplug the computer, it will boot into Windows 7, but once it's there the usb support is very poor. Maybe only one or two low powered devices will work.

Another thing I did was give it a good dusting, and there was a lot of dust inside the machine.

Hard to say based on the info you've given. Update the board to the latest BIOS on the ASUS site and see if that helps. If not, you'll need to debug by trying different parts and working out if it's the board or something else.

lately my computer is booting consistently, but i get a ton of errors saying "this usb device is not functioning properly". only two of the usb ports work (they are in the back and on the same row).

So i imagine that it's booting because there is nothing plugged into the other ports.

if it's a usb problem, is this motherboard or power supply?

well these are simple devices that normally wouldn't need drivers - like mice and usb keys.
