Given your location, I'd make my selection based on how effective the card cooler is (unless you have air con), there are few things more annoying to a computer user than a loud, whining fan!
Performance is similar, with the 7770 being a little faster but the 650 is likely to be a little smoother. if slower.

The 7770 will blow away the 650 is any game or test. 650 competes with the 7750 and usually loses to the 7750.
