I used the oc tuner on this mobo and it changed the bclock to 103, everything I read about overclocking says to not change the bclock at all, so is this an unsafe feature to use?

it's better to OC in the BIOS. also it's better the raise the multiplier than to raise the base frequency. So yes...change that back to 100 and if you want an OC raise the multiplier to 41 or 42. But make sure you have good cooling.

I have a thermaltake 2.0 extreme water cooler, temps are very nice. but this was in the bios, the bios has its own "OC TUNER" feature for a quick mild overclock, currently running at 4.22Ghz 1.160 - 1.184v (3570k)

so this was done via bios and this is a great mobo, I am confused that the built in overclocker would tweek the bclock to 103(multiplier at 41)when everything I have read says to leave bclock at 100.

I have run stable at this current overclock for a week now. ran IBT for like 2 hours, I have 32 gb ram and it never got thru with the second pass due to a max test setting, but first pass was a clean report with no errors. So I moved on to field testing it and have had no issues so far at all.

If someone with specific knowledge of the reasons you don't go over 100 bclock could please assist me with this.
