What is UEFI 'Legacy Rom' mode?

1) Why would a sata hard-drive need to be booted with 'Legacy Rom' in UEFI?
2)What is UEFI 'Legacy Rom' mode?
3) And finally, if the hard-drive had an old Linux on it from a computer which predates UEFI, upon reformatting, will I no longer need 'Legacy Rom' mode or is that less about software and dependant on some hardware features invented after this 150GB drive was made?

Legacy mode is for booting non UEFI supported operating systems. Pretty much anything other than Windows 8 is considered "Legacy".
