Trying to reformat and reinstall Windows, screen keeps going black.

I'd kind if been feeling the need for a fresh start for a while now. Yesterday, as I was playing Star Command, I noticed the game was running odd; after every few frames, it seemed to pause for a bfief moment, so my frame rate was kind of stuttering. Today, with Torchlight II, load times were painfully long. I figured it was about time to start anew.

However, each time I boot from my Windows 7 CD, the screen goes black, and it's not after any set amount of time. Sometimes I'll only making it to the "Starting up Windows" screen, sometimes I'll make it as far as the option to reformat my drive. The same thing happens when I try to enter the BIOS. At some point my screen is guaranteed to black out within 5 minutes of turning my PC on.

I've tried reseating the GPU and RAM, cleaning everything, rotating through each stick of RAM, using just one at a time, unplugging every hard drive but the primary hard drive...nothing works. All of the fans are running the whole time, even when the screen blacks out. I managed to reformat the hard drive in one of the first attempts, not realizing what was going on, so I can't even attempt to boot back into Windows. It seems I'm in quite a pickle, friends. Any advice?
