Well, it turns out, i took out my CPU fan, and disabled the heat sink to clean it(bunch of dust) i put it back in, not sure if iam putting in the correct position, i did this twice, and every time i do something on computer, whether its going on yahoo, or youtube. The CPU Fan gets super loud, please help me fix this. i didn't put any Thermal Paste when i was done cleaning. could this be the solution? do i have to go buy thermal paste and apply it to the cpu/heatsink and this problem will go away? please help me!

Firstly which CPU? motherboard?

Since you installed your heatsink without the thermal paste, the heat produced by your cpu isn't being transferred effectively.
The fan speed could be increasing as your Cpu gets hotter.
It is recommend that you re-Install your heatsink with a good after market thermal paste.

Also, have your plugged your cpu fan on the right 4 pin CPU fan header?
If yes, then depending on your motherboard, there could be a fan control in the BIOS, which when enabled could solve your problem.
Even if this solves your problem, use of thermal paste is still recommended.

This could mean that the heatsink fan is unable to move as freely as it should meaning it needs to speed up and so causes more noise. Try clearing out the dust on the heatsink fan.
