Problem with new system

I just got some new parts for my PC;

AMD FX 8-core 4.0 MHz
A970M-A Deluxe Motherboard
EVGA GTX660 2GB
8 GB 1333 MHz Kingston RAM
Ultra X4 Modular 850W Power Supply

No matter what game I play (new or old) the framerate drops by at least half after about 10 minutes. Some games go back to normal after a couple minutes but then drop again after about another 10 minutes. The other games stay at the lower framerate until the game is reset.

I've already checked the temperatures, when it happens the CPU is at about 40C and the GPU is at around 70C. The voltage also seems normal. I stopped most processes and services from running in the background, adjusted the pagefile, tested the RAM, and tried a few other things that I can't remember at the moment, but none of it worked. Anyone have any ideas on what's going on?

70C for your GPU seems a bit high, My GTX 660 stays at around 50 even when running metro 2033 as high as it can (GPU load around 95% average according to afterburner).

Anyway, you are probably hitting the thermal limits for "boost" and it is clocking down the GPU, then when temps go down it will fire it back up until it gets hot again...

I just tested it after downclocking my card. The framerate still drops and the temperature only went as high as 45C. This is the second card I've tried, the first being a Radeon HD 7770, and the framerates still dropped then.
