Restoring Windows 7 Bootloader

Alright so I am using an HP xw4200. This PC has two hard drives, on one HDD it has Win7 and then on the other HDD it has Windows small business server 2011 (windows server 2008 r2).

The problem is that the windows server during installation overwrote the windows 7 boot loader. So now the windows server HDD has to be connected in order for Windows 7 to boot (I want to format the windows server HDD and use it as a Backup drive). I tried disconnecting the windows server HDD and tried restoring the boot loader to the Win7 HDD by using the Windows CD and typing something in the CMD prompt but I still got BOOTMGR is missing. If I were to format the windows server HDD and then try and repeat the process would it work or would I get stuck?
