It may not be very quiet but you can get to 4.6 without to much of a problem...

Air cooler tend to be a bit quieter than liquid coolers for some reason... The Noctua D-14 for instance is normally quieter and you can overclock better on it compared to any of the corsair H series

The Noctua D-14, you can look it up yourself if you do not believe me. That thing is massive though so make sure IF you do end up looking at it get LP RAM (low profile)

LP ram because of the size of the cooler.

Overclocked RAM does nothing there is literally no difference between 1600mhz & 1866mhz ram water cooling does not affect ram in any way.
