Help with budget graphics card

Hi, first of all, thanks for any help. Basically, I'm bit limited in my budget and trying to grab a decent enough graphics card that will allow me to play some stuff. I won't say I'm not a "hardcore" gamer, but my tastes are very.... well, I tend mostly to Japanese games, and right now I'm mostly looking at having a blast at PSO2, haha. Still, I think I'd still like to give a shot at Bioshock Infinite and some other titles, but I wouldn't mind playing on a lower resolution like 720p or so, and lower the graphics a bit.

Added to that, I live in that country named Brazil where everything is more expensive, and to make matters worse, not in a very big city. Since I won't be shopping online, my options here are pretty much limited to the EVGA Geforce GTX 550 TI and the GTX 650 (non-TI). Their prices are pretty close. Regarding the GTX 650, I've found both ZOTAC and GIGABYTE models, and I'm thinking about grabbing GIGA's since the cooler seems to be a step above ZOTAC's, and I found it slightly cheaper than the other two.

I heard good things about AMD's 7750, but unfortunately it seems retailers do not fancy Radeon cards over here, because I've yet to see a single one on display. It's a shame, but that's how it goes. So, between those two, does the TI offer enough of a difference to consider it over the GTX 650, or would I barely notice any sort of performance difference?

I see! And regarding the GIGA vs ZOTAC debate, any sort of advice? I'm not too used to shopping from either manufacturers, but like I said, at a glance it seemed like GIGA's cooler was a bit better.
 


I'm sure both work perfectly well - Check the reviews online for each and see if they say anything about it being loud.
