Ram showing wrong frequency and memory stuck on high usage, Windows 8

I recently acquired the new Samsung NP770z5e, and I figured I would upgrade the ram from 8 to 12gb of memory. All went well swapping the 4gb with 8gb ram, and the pc now recognized it having now 12gb of ram. Unfortunately it did not find the correct frequency, both tracks now had only 1333MHz although both of them should have had 1600. On top of this the memory usage was stable on 70-80% even though no programs were running, this is after several restarts as well. I do not know what the problem seem to be, because the RAM I bought and installed should be a perfect fit. I had to go back to the old one, and then all was well. I was wondering if anyone had a work around to fix my problem to upgrade the RAM running windows 8.

Frequency, voltage and size is the same, but the timings differ from the standard one. The standard one has 11 clocks and the one i acquired has 10 clocks. Do you think this is the problem then?
