Burned out i5-3570k?

My build is as follows:

CPU: Intel i5-3570k @ 4.0 GHz
RAM: Crucial Ballistix Sport 8GB (2x4 GB) DDR3 1600
GPU: Sapphire Radeon HD 6950 2 GB
OS: Windows 7 Professional 64 Bit
HDD: Western Digital WD Black 1TB 7200 RPM
PSU: Corsair VX550
Case: Corsair 400R
CPU Fan: Coolermaster Hyper 212 EVO

This was built 10 months ago, and worked perfectly up until roughly three weeks prior to today.

Basically, the screen (and cursor) will freeze, but the power light will remain on, and all the fans stay spinning. If I attempt to boot right after this happens, it will freeze during the boot process; but after waiting a few hours it will work fine, which leads me to suspect overheating issues. Now, when the problem first started, I looked down and noticed that the 212 EVO fan was not spinning, even though it appeared to be trying to (spinning a bit, then stopping). So, I went out and purchased a Blade Master fan and attached it, assuming that would fix the problem.

When my computer continued to suffer from the same symptoms, I went through a basic checklist of trouble shooting. I took out the graphics card and used integrated graphics. Then I formatted my hard drive, installed a new copy of windows, and ran the windows error check. After that, I ran Memtest86 on the memory, first testing them both at once, then checking each stick individually. None of it worked.

I would love to switch out the PSU and CPU to see if they are the problem, but I don't own any other modern CPUs or PSUs. I have already contacted the Motherboard dealer, but so far have recieved no response. At this point I'm inclined to believe that the problem stems from either the CPU or Motherboard, since I believe the PSU has enough voltage, and because of the fact that the overheating symptoms don't fit what I've heard about how PSUs can break.

I have not noticed any burning smells or seen any sign of physical damage on the motherboard or CPU.

I would appreciate some advice for what to do in this situation.
