Power but no boot: Bad PSU or something else? Your advice please

Hi - I have a mini-ITX system that I built about 2 years ago. It has been running great for all this time. It uses the Foxconn case with mini itx power supply. Suddenly the computer stopped booting, although it still has power. CPU and PSU fans both spin, but I the motherboard doesn't post, no beeps, etc. My first inclination was that the motherboard must be bad but now I'm thinking if it could be the power supply. The fans spin, but I can tell they are not at full power. I don't know if that's because there is not enough power or because the fan controllers haven't loaded yet.

Any thoughts or advice would be appreciated. I don't have a multi-meter to test with but was thinking about picking up a cheap psu to try out to see if that solves it. Thanks!

In my case when my computer was first assembled (home built) it worked fine. windows was installed and everything seemed normal. A few days later it wouldnt fully boot!!! It would start up for half a second with lights and fans starting and then shut off. I called motherboard support and they insisted on taking it out placing it on the motherboads box and testing to see if it starts up. It did. Troubleshooted it to the case and atx screws.

So my advice, troubleshoot and test outside of the case.

Try booting with a single stick of memory, possibly the 24 pin plug is not seating properly. Pull it of and plug back in. Most posting issues revolve around memory (ram).

Make sure to also check you bios before resetting and check you pc health. take note of your motherboard and cpu temps. possibly your cpu heatsink is not seated properly.
