I need help with my external hard drive.

Today I decided to reformat my computer like new so I did so.
While the computer was off I unplugged my external 300gb hard drive.
I formatted to windows 7 on my 1tb hard drive with no problems.

After formatting to windows 7 and everything I replugged in the external hard drive.

When I turned on the computer and look in my computer folder I don't see the external hard drive.

My computer doesn't detect the hard drive.

I go to disk management to see if it's seen there.

I then find the hard drive but it's labeled as Recovery Partition.
I used to use this hard drive to store my backupfiles, but then formatted it and just put some random files in there to transfer to my new formatted hard drive.

I couldn't find it anywhere besides disk management.
I tried deleting it, or formatting it, but it just disappears. When I refresh for a disk rescan it pops up again but then as a unallocated disk. I then tried to format it again, then becomes a RAW file. (Note I did try quick and non quick format).

So whenever I try to reformat the disk It just disappears and I have to refresh it again and it's just seen as a raw file.

Any Ideas?

I tried formatting a raw primary partitioned external hard drive.

Then in command prompt I
formatted it to ntfs

"format fs=ntfs quick label=name"

but then I get an error

DiskPart has encountered an error: The parameter is incorrect. See the System event log for more info.

I did and found out the driver detected a controller error
