PC wont start with graphics card plugged in

Hey guys and girls

Last night I was using my PC perfectly and this morning it won't start up.
The PC starts up for about 5 seconds, screen doesnt register the graphics card and goes to sleep and then my pc restarts and carries on with this cycle infinitly.

Things you should know:

I recently bought a new PSU(700w) as my previous one (600w) blew.

The PC runs perfectly with no graphics card or with the card in the pcie slot or with 1 unplugged 6pin cable.

It however goes on the blink when both 6pin cables are inserted.

Both my GFX fans are running smoothly and I see no visable problems anywhere on my pc.

Help would be much appreciated. I'm really hoping the PSU I bought is faulty rather than my GFX card is broken.

its a huntkey apfc max 700w. Yes i know huntkey is shit but It was the only affordable one other than some 550w psu's. Apparently it is supposed to run at continuous power of 600w(which was the same of my previous psu) which should be more than enough power for my system. My graphic card is Radeon 6950 twin frozr III which needs minimum 500w.
 
Yeah, I'm sticking with the PSU as the issue here. There is a possibility that the previous PSU caused damage to the graphics card when it blew but from what I have read of Huntkey PSU's, they are way over rated for their actual abilities - as in your 700W huntkey would probably fail before hitting 450W (in this case a quality 500W would've been a better choice probably)
What are your complete build specs and where are you shopping at - we should be able to find an affordable quality PSU for you

Sorry I've been busy with university.

I randomly tried to power my pc on today and it actually stayed on without restarting, but the screen had 0 display.

I'm going to try take back the PSU tomorrow morning. Hopefully I'll be allowed to replace it and haven't just wasted my money.

As for my specs I dont have an adaptor to use onboard graphics to check.

I do know my gfx is radeon 6950 twin frozr III. Gigabyte GA-Z68AP-D3 motherboard. 4 gigs RAM and a 1 tb hdd. My CPU is i5 and i think its 3250 not sure :/
