CPU Heating, BIOS says it's at 29C vs Speed Fan at 75-90C! Need help.

Specs:
CPU:Intel Core i5-2500 Sandy Bridge 3.3GHz

MB:ASUS P8P67-M PRO

Ram:G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory

Video Card: GeForce GTX 560

PSU: Cooler Master 700

Cpu fan: corsair h60

So for the past 7 months I've been having heating issues with my homemade rig. Speed fan says it's around 70-90C and the AUX is around 78C. This has lead to BS of Death and crashing when doing normal internet things after an hour or so. I can usually game on high settings for a hour(like Skyrim) but then the computer will shut off like it's run out of power then boot back up.I'm not sure if it's a PSU issue but I'm not sure why it would be. On HWmonitor all my cores are running fine. So I ordered an corsair h60 water cooling fan and I had the same results. I've RMA every thing on here and I've gotten a new Motherboard, Video Card, and CPU. I've reapplied the thermal gel with arctic silver multiple times and I feel like the CPU Fan is installed tightly. Anyways any help/advice would be greatly appreciated.
 
BIOS would be correct 3rd party might be wrong. Try a different program CPUID Hardware monitor (just saw that it is reporting fine) or Coretemp. Depending on what cooler master PSU you have they can be of questionable quality.
Over 90% of BSOD's are created by ram so have you run memtest? http://www.memtest.org/

I've ran a OCCT test at %100 stress test and the CPUTIN jumps form 70c down to around 40c.....I'm not sure why it does that. Sometimes it does freeze though.

Yes I have them both plugged in! Is it possible I could have them plugged in wrong? I feel the water pumping through the tubes. Sorry but I feel a little lost, but I'm glad you're giving me your input :)

Well when I game on Skyrim for 20min-hour it just shuts off like it's over heating or it doesn't have power...so that's why I don't think it's a software error...but I could always be wrong. I mean if bad ram causes computers just to shut off during gaming that may be it.

Well during Gaming there would sometimes be BSOD and it was something on the secondary clock of the cpu, so I got an RMA and now there is a new cpu in the system. I'm just afraid of trying to game because the CPU may indeed be too hot and I wouldn't want to ruin another one. What are TIM applications? Also I've mounted it several times and replaced the thermal paste using different methods. I could always try the stock fan but I'm not sure if I would get different results.
