i need to know what to do about my dell dimension

i have a dell dimension E510 with:

intel pentium 4 HT
windows XP

not sure what info u'll need but... My question is I have an ATI X600 (it might be a 550 not sure the drivers keep switching) and i will have a budget of no more than $350 and i want to replace the video card it only has 2gb of ram but my bro says i need more video memory so what video card should i get. the reason i ask is Ive been looking and have noticed that my psu is only 305 watts and i cant find a battery to go with the computer for the video card. i did read some thing about the output of the port needs to be a stable 12v that the large 450 watts doesn't matter as much. will any one suggest some thing if u understand any of this

first of all, what's wrong with your PC as it is? If you're using pentium 4, it must be pretty old. If it's too slow, that may be due to the age of all components. if you want to run games and can't, it would be due to both the outdated CPU and GPU.

For not much more that $350, you can build a whole new PC. Your current one (Pentium 4, 2GB RAM, weak PSU) will severely restrict any benefits of a new vid card.

Look around here at some of the $400-$500 builds. You can use your current HDD, keyboard, mouse, monitor to mitigate the costs.

i restated the question in another question

but i assumed the processor being a 3GHz it was less important and my bro (21 going to college for networking, i know its not a class about hardware but he knows a little about it) said that what would really help is more video memory

Anyway, in terms of CPU the highest you can go is Pentium D 945, very slow by present standards.
And why do you need upgrade? For HD videos your processor will bottleneck, not GPU, so it is pretty much useless upgrading so old PC.
At worst you can get refurbished Dell for around $200 or less and it would be 10 times faster than your current one.
