What causes Programme to stall

I had a PC failure and have had to reload Windows. I have an SSD and decided to get Win going on a different drive till I figure how to clean the SSD and reinstall Win8. I have installed Win7 on my temp drive, and have noticed that updates are stalling before complete download. I am running a McAfee full scan to check there are no nasties present. The scan has also stalled at 14%. Any idea why?
Also the system hangs when turned off and I have to press the reset button to get it to restart.

The original failure was that for no reason I am aware of, the system lost a number of drivers. I reinstalled them and then considered reinstalling Win8. That was a mistake for sure. Because Win8 is an upgrade, I had tried to install it and tried to format the drive prior to installation. The drive is an SSD, and I have since learned that they should not be formatted. I installed Win7 on a different drive and the problems have continued since then. I considered I may have a virus, and ran a scan. The scan only got to about 14% and stalled. Since then everything I have tried has stalled when being downloaded.

I am not sure if my answer got to you, so here goes again.. Yes, I have Win7 running on a 250Gb HD, and am now clearing a different drive as the 250 Gb one has had problems before. When the other drive is cleared, I will format it, install Win7 again, connect to the Internet, and install the Win8 upgrade. Well that's the plan anyway.

I had some problems with it in my previous PC, but kept it as a spare. It seems to be functioning OK as I write, but I will use the drive I am preparing now. Ultimately I would like to use the SSD I have as it is very fast and quiet, but I shall need to enquire how I should prepare it before I do anything else as I now understand that an SSD should not be formatted, and I already formatted it before I knew that.
