Actually, left to it's own, you should get a turbo boost to 3.8.
Depending on your luck with the chip, I would expect that 4.0 or better on the stock cooler is a reasonable expectation.
Under load, the stock cooler will spin up and be noisy, but the cooling power will be there.
But, for $30 or so, you can buy a tower type cooler with a 120mm fan that will cool better and be quieter.
Something like the cm hyper212 or Xigmatek.

30 dollar aftermarket heatsink does wonders compared to teh stock one.
4.0ghz on an ivy bridge cpu with stock cooler isnt recommended tbh. probably a fine recipe to heat up a cold room though.
