heard that a evga gtx680 4gb can overclock a monitor through presX 4.0 from random forums, but evga tech guys say only a titan can do it. anyone else have any additional info?? thanks

Yea, Catalyst is almost too easy to use, be very careful please. If you do want to overclock it and I can't sway you to avoid it then just make sure you do it very slowly and increase in small increments. I'm sure there are other guides and programs out there to use as well, just make sure you look around more before you start. I'm no monitor overclocking pro, I've only toyed with it on old equipment. I wouldn't suggest overclocking your monitor, it must be 60hz at least am I right? OC your monitor can be risky and for little gain. Also, Catalyst Control Center does have a utility for overdriving your monitor, doesn't matter what gpu you have.
You can't overclock monitors. Even if you could this would destroy the monitor after some time.
You certainly CAN overclock monitors, although like you said (and I stated above) it will most likely do damage and can be risky. I've overclocked (overdriven) monitors plenty of times, simply to mess around with older equipment to see what hertz I could get out of it, it it definitely possible.

@cons29 i have a gtx680 4gb and was wanting a higher resolution monitor but seems like all of those are 60hz, but a select few can be oc for a lil boost to help smooth things out
