PCI-E slot question and GPU advice needed .

Hello,
My not-so tech savvy friend's GPU(GeForce 9800 GTX) has died few days ago and he asked me to help him .

After some searching I have found this GPU : "Radeon HD 7850"(used http://www.tomshardware.com/reviews/gaming-graphics-car...)

It requires PCI-E 3.0 slot , my friends motherboard has only PCI-E 2.0 slot.

My questions are :
1) Will it perform worse than if motherboard had PCI-E 3.0 ?
2) If yes - any advice on good PCI-E 2.0 GPU for the same price or lower ?(~300 $)
3) If no/not a big difference - which brand should he get : Asus or Sapphire ?

P.S. In case of questions :
PSU's power : 600W
Motherboard : Maximus II Formula
CPU : Intel(R) Core(TM)2 Duo CPU E8500

The cards are backwards compatable.
take the lanes and divide by 2 for the performance.

a 16x 2.0 slot will perform the same as an 8x 3.0 slot

the performance difference will be minimal. im running 2 7950's both on 2.0 slots and there just fine

Scaling? Should not be a concern ...

There will not be any differences in speed. The gpu will be bottlenecked though.
