high temp cpu 60c

I not sure if its the fan or heatsink

fan spinning at max speed and heatsink at bottom as abit of its shield burnt due to old cpu as it took the silver off

I just brought another cpu and it still showing high cpu and new thermal paste added

so what could be reason causing the issue is there a chance the heatsink damaged as I don't feel any heat from heatsink I even touched it
 
First of all how about giving us some details on your system starting off with the processor and the HSF (heatsink/fan) that you are using? In your post it sounds like you had a problem with a past system and you are trying to repair replace it? What happened?

Pentium d 930 and stock heatsink and fan

the old one was a p4 ht and was quiet until it stated to spin fast all time then when I went to check why I took heatsink off and it peeled the silver from the cpu so I not sure if now the heatsink is damaged

I not got a spare heatsink to try so I not sure if it worth getting a cheap replacement and see if that fixes it

motherboard is old d945gtp

or is there a chance been using it when overheating as caused the heatsink not to sit but it doesn't wiggle or anything

but its idle at 60c I not tried to load loads of software incase it overheats

update I downloaded a app says it only doing 45c but fan on max speed for no reason is there a chance the heatsink and fan is now faulty as its a fair old one compare to the new stock ones you can get
