Radeon 7750 should be more than enough for PoE. It's basically the cheapest entry level gaming card atm.

it has a pci-e 16 slot.
I get a couple of different pictures of the case. one is skinny and one is a "standard" width. you'll have to tell or measure and tell how wide it is. this will determine whether a low profile card is needed or not.

also, it has "modern" on board graphics. but get different results when I search... red team/green team.

right click on computer ( my computer ) go to properties. then device manager. there you will be able to find out what graphics are present. ( what on board graphics are present )

You need low profile card, the best in this category and the most recommended is Sapphire 7750 low profile http://www.newegg.com/Product/Product.aspx?Item=N82E168... working even on Dell 220 watt PSU, so you fine here, don't look at manufacturer's PSU requirements, this is once, a real overstatement.

OP stated that is 530s (s for slim), only Optiplex USFF can not get any video upgrade.
Just look at this discussion, there are many cards mentioned, but physical size is about the same for all! http://en.community.dell.com/support-forums/desktop/f/3...
