Video Stuttering with Windows 8

I feel awful for asking on advise since I'm an IT professional, but I'm really at a loss here.

Rig:
i5 750 OC @ 3.2ghz (wasn't overclocked before this issue)
16GB DDR3 1600mhz (G.Skill)
Gigabyte P55-GD65
PNY 680GTX 4GB
SoundBlaster X-Fi Fata1ty
Samsung 840 Pro SSD (256GB)
A couple of SATA storage disks...
Win8 x64 OEM

In Windows 8, various GPU accelerated video stutters in playback. It'll play for a 5-8 seconds and then a slight stutter (video only), continuing on and on. Games are also a problem. BioShock Infinite and iRacing are the biggest offenders. iRacing is nearly unplayable given the current state, as every 5 seconds there is a stutter which kills your ability to drive effectively.

I've had this build for a couple of years now running flawlessly under Windows 7. After "upgrading" to Windows 8 this issue started, so I thought the video card may be dying (Had an EVGA 580GTX before) so I bought the PNY 680 that you see in my rig.

What could be causing this? A background process that runs at a given interval? Are NVIDIA's drivers crummy for Win8?
