legacy mobo doesn't like legacy video card-- but it should

The motherboard in question is a Gigabyte GA-K8N51PVM9-RH.

The GPU is a VisionTek Radeon HD 2600XT.


Gigabyte tech support confirms this board supports pcie 1.0. So... it should take any pcie 1.0 or 1.1 cards, and some pcie 2.0 cards. The minimum requirements for the card are all met and well exceeded. The VisionTek website says the card requires an available pcie x16 slot, but doesn't mention generation (implying 1.0). I can't find any evidence to suggest otherwise.

I have confirmed the slot works with an alternate card and confirmed the card works with a different board.

Can anyone tell me why this isn't working? Alternatively, I'm open to buying a new card. My worry is that not all pcie 2.0 cards work in 1.0 slots. Can anyone speak of any 512MB 128 bit or better cards that work with this board?

Here's the rest of the specs in case it's relevant.
Athlon 64 x2 4400+ (also tested with Athlon 64 3500+)
2 GB (4x512) DDR 400
Bios version F2 (F3 is available, but I don't have floppy disks, I plan to try @BIOS once I have Windows installed in about 20 minutes).

Not a driver issue. It wouldn't output even for bios. When I made this post, there was no HDD even plugged in. Mind you, this behavior was consistent in windows once I installed it.

Primary set to PEG (other options are pci and onboard-- tested those too just to be sure).
