my acer powers up but goes to windows recovery page and asks what mode to start in and keeps going back to that also asking to restart the windows application with small blue flash on screen

I would check the SMART status of the Hard Drive. Since you have a netbook, and it does not have a CD drive, this would require creating a bootable flash drive with Hirens Boot CD... Or removing the Hard Drive and connecting it to another computer to run the SMART test.
