Steps to install a new OS-
1. Boot into the bios and set boot drive to dvd or from wherever your installing the OS.
2. Insert the install media into the computer and continue the boot.
3. The OS installation screen will come up. Follow the on screen instructions to complete the installation.
4. After installation is completed, your pc will reboot. Change the boot drive to hdd and you should be good to go.
5. Be sure to install an antivirus program and then install all your necessary drivers and you should be good to go.
If you have any problem, just ask us.

I have 1 question for you though, why are you installing an outdated os like win xp. Do you have some old programs which only work on XP. If not and you are doing something else like gaming, install a newer os like Windows 7 or Windows 8. Windows 7 is better for gaming.

So, you installed winxp and now cant boot into windows right. If this is the problem, then boot into the bios and select your hdd as the 1st boot device or primary boot device. Let us know if this solves your problem.

Quick question. When you boot your system with the OS Disk in the drive, do you see the message, "Press any key to boot from CD/DVD Drive"? If you don't press any key, it stops attempting to boot from the CD and moves to the next bootable device (the hard drive) which, of course, does not have an OS installed.

So, you installed winxp right, then take out the installation media, boot into bios and select to boot from hdd in the same place where you selected to boot from dvd and save and continue the boot and it should work.
Note: The boot drive must be set to hdd. Remember that it wont show hdd in the bios but something like WDC(and then the model no.) if western digital cavair hdd or SB(and then the model no.) if Seagate Barracuda, etc. If it only shows hard disk drive, then it could be that the SATA cable has got loose. Try this and let us know.

Could you post a screenshot so we could help you better. Looks like your a little confused. If it shows that press any key to boot from cd/dvd when trying to install xp from dvd then press a key when that shows up and follow the on screen instructions to install xp. If you dont press a key, then it will look For the os in your hdd and because there is no os on the hdd, therefore it will show to install the correct boot device. If this doesnt work, then post some screenshots so we can help.
