Windows 7 install hangs on blue wall paper and does not reboot. Please Help!

Hello everyone and as you probably know, I am new. Unfortunately this new person has a big problem. Alright, so basically i just built a new gaming PC and decided to install Windows 7 Ultimate. Well, everything about the install went well until the first reboot countdown. After it hit zero, the screen just goes to the background wall paper and nothing shows up. There is no progress bar or notification of an error. The only things that seemed to have turned off were the keyboard and mouse. Also, the indicator light on the disc drive is no longer blinking. The computer has been like this for about 20 or so minutes. Now it's just frozen.

I really hope you all can help me out. I just spent $2,000 on this PC. I really do not want that to go to waste.

EVGA GTX 680
ASrock Extreme6 Motherboard
Corsair Vengeance 16gb 2x8 1600MHz
EVGA SuperNova NEX750G
120GB Samsung 840 SSD
1TB Seagate Barracuda

Oh yeah and this isn't the first time. The last time I shut down the PC and started it back up because I was impatient. Unfortunately this made it worse. The computer would start up normally and take me to the screen with the colorful orbs, then it would freeze there and do nothing. I tried reinserting the disc and booting from that but it just kept on going back to the loading screen with orbs. In the end I just went and exchanged my SSD and tried this a second time. Although this time I chose to wait and see if some thing would happen after it went to the wall paper. So far, nothing :(. Again, please help, thank you.

Yeah they are both USB wired. I'm kind of afraid to restart it considering that last time I did that it took me to the start screen with the orbs and just freeze there. Are you sure I should do this?
 
Worst that can happen is that you have to reinstall Windows. Your hardware should be safe. Try it and let me know what happens. I will stay online a few more minutes to give you time to try it. If you have any problems then please let me know. Just out of curiosity how long has it been on the screen you described?
 
I take it you are worse off than you were before, is that right? Since this is a new build I would check and reseat the memory and video card and anything else that can be removed and reseated. Are you getting any kind of error message that flashes before it freezes? The first thing I would try is to reseat the RAM. Let me know if this is something you can try. I'll stick around a bit longer and research this problem.

I'll try to reseat the ram. Does it matter what slot I put them in? I put them into B1 and B2. Well, I rebooted it and it takes me to windows recovery error. Oh and thank you for taking the time to help me out.
 
You'll have to consult the motherboard manual for proper seating of the RAM. You could try a system repair with the Windows 7 DVD and maybe it will identify and/or solve the problem. I understand your frustration. Is that the P67 or Z77 motherboard?
According to the manual for both the memory should be in A1 and B1 or A2 and B2 unless you are using 4GB sticks in which case all four slots would be occupied.

This is the Z77 motherboard and the manual pretty much tell me A1 A2 or B1 B2. Well, so far nothing. It keeps send me to windows error recovery. Do you have any other methods?

Edit: Sorry i mean A1 B1 and A2 B2.
 
What slots do you have the memory installed in? According to the manual it should be A1 and B1 or A2 and B2 but not A1 and A2 or B1 and B2. The only other suggestion I have at the moment is to boot with the Windows 7 DVD in the disc drive and to boot from that disc and attempt a Windows repair.

Still no good. The PC boots from the disc then takes me to the loading screen where it loads the files. After that it freezes on the screen with orbs where it says starting windows.

Edit: Hold on. When I first tested my build to see if everything ran well, the tiny speaker did not beep. Also, the error indicator came up with several codes such as A2. Although after I plugged in my keyboard and mouse, they went away. But the indicator still goes through each one when I turn my PC on, then it goes blank.

Some if may not apply since you have new hardware. It could be you got defective RAM or defective RAM slots on the motherboard. I would try some of the suggestions before assuming either of the previously mentioned is true. Can you get into Safe Mode (press F8 while it is booting)?

One suggestion I have seen more than once is to set the BIOS to "Load Optimized Defaults".

Edit: Just read your edit. Ok, is the monitor plugged into the video card or the onboard adapter? If it is connected to the video card switch it to the onboard adapter and see if it still goes blank after it boots.

I read through most of the 1st post so far. I see that they speak of a bad OEM. I might have that problem. I received my copy of Windows Ultimate from my university and they get it from a vendor. I downloaded from the university site and used an ISO burner to burn it to a disc. I'm guessing some where in between of downloading and burning, something went wrong. I'll keep trying the various methods in each post. If nothing works then I'll take it to my nearest TigerDirect to see if they can inspect it. Furthermore, I really appreciate that you did so much to help me out with my build. Kindness like this is rare nowadays. Well, I thank you again and I don't want to hold you up any longer. Alright, well I took my PC to Tiger Direct to have it checked out. Unfortunately I had to pay $57 for them to do a diagnostic. So they have had it for about a day and a half. I called them and they said it's next up. In the end it won't really matter if they find something, I've chosen to just swap out the motherboard and PSU for different models/brands. The links you gave me had people speaking about their PSU and how they were insufficient in supplying power to the CPU which caused the hang. Which is what mine might be doing as well. Plus I've been reading about the 750G and people have been saying that it is poor quality. So I'll be switching it out for a Corsair or XFX but I'm not sure on the XFX. I'll also be switching out the ASrock Extreme 6 for a Asus Maximus V Gene. This had been my first choice but the thrifty in me chose the ASrock which is $40 less. Now the motherboard is probably 100% functional and great but I just don't want to take any more chances. I'm probably going to exchange for another CPU just for the hell of it as well since my family is so damn superstitious haha. All in all, that is my current plan. I will update to see if this fixes it.

Hi again. So in the end I just ended up returning everything, CPU, GPU, etc. I tried returning the motherboard but they wouldn't allow it because it had a bent pin which I did not see prior to them showing me it. I was surprised for the reason that before I took everything apart, the PC booted up fine except it still wouldn't allow me to install windows. Anyways, like I said before, I returned all of the components except the motherboard. The reason for this is that I tried to keep my PC under $2,000 but at this point it was reaching it's max. Plus I need to buy a new motorcycle and I need the money for that so maybe this is a good thing. I'll just try and build a PC sometime in the future. So from my experience, as far as I know, it seemed that my motherboard was the issue that would not let me install windows. If I were able to get another motherboard I probably would have been able to install windows. All in all, this isn't too bad, I try to build another PC in the future. Also, again, thank you for helping me out. :)
