I have a question about a system I wanna build. From what I have read the Fx-8350 supports 1866 RAM but the motherboard I wanna buy, The M5A97 R2.0 supports up to 2133OC. If I bought 2133 ram would it down clock to 1866? If so what the point of having a mother board that supports 2133 RAM

most RAM clocked higher than 1600Mhz is simply RAM designed to overclock to the advertised speed. you'll be fine.
So if I bought http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=7025812&CatId=3473 which is 1866MHZ would it run at 1866 or would I have to OC it to 1866MHZ . I would like 2133 but I don't wanna OC anything. Ill buy 1866MHZ but same thing I don't wanna OC anything

depends, motherboards normally default to the factory speed for the ram. in cases, XMP profile ram requires user to switch to XMP mode to get the factory designed clocks. other times, poepel have it at 1333 speed and manually have to overclock it.
