Take it back to where you got it, or RMA it to Corsair. Since its recent they will probably supply you with a shipping label for free. With Corsair they will even ship you a replacement in advance if you give them a credit card number as a deposit. I had to RMA a water cooler recently with them, it was quick and easy.

Could be a capacitor blown, or the fan not spinning. Even good manufacturers can get a dud from time to time.
Might have been a wild power surge that fried a component inside. I always use a surge protector for my PCs.
Keep in mind that if you choose to open it up to figure this out you'll lose the warranty.

Well it was just the weekend so I wouldn't worry too much. I had to RMA with Corsair and it.. wasn't so nice TBH.. They're trying to make me send the item to Corsair in Hong Kong, which would cost me over $110.. almost the cost of the PSU. Probably going to avoid Corsair from now on.

The PSU will not "burn" more than the system needs at any given time, i.e. if your system consumes 300W at one moment, that's how much the PSU will put out. If the system needs more than that, the PSU will increase it's output accordingly. If the PVR is limited to 360W, then the PVR would fail/trip, causing a system shutdown.

I know this is a old post... However, you guys need to realize that the fan only comes on when the PSU needs it.

I really can't tell from the OP post if the system starts or not. Sounds to me like he is seeing the fan not coming on, and freaking out over it assuming it isn't working correctly.
