Gigabyte GA-Z68AP-D3 Boot Loop

Today I received parts for two identical computers, based around:

Gigabyte GA-Z68AP-D3
Intel Core i5 3470 3.20GHz
Corsair 8GB (2x4GB) DDR3 1600MHz
Arctic Cooling Freezer 7 Pro rev 2
Coolermaster Elite 430 All Black Case With Elite 500W PSU
Gigabyte GTX 660 OC 2GB

I built them side by side, the first works flawlessly, booted and in use. The second however is a different story.

It boots up with 1 short beep (successful boot?), shows the bios screen then powers down and reboots after 1-2 seconds. It continually does this in a loop.

Whilst the bios screen is up it doesn't register any keyboard buttons so I cant get into boot menu etc.

I've seen it once boot to the "No bootable media" screen. Sometimes it'll eventually stay on but show nothing on screen.

Things I've tried are trying 1 ram stick, swapping the ram sticks, removing the motherboard from the case and running with just cpu, fan and ram, removing the fan and cpu, clearing off thermal paste and reinstalling, removing the cmos battery. Nothing so far has worked and I started building these two computers 10 hours ago now :'(

Any suggestions?

Thanks for the suggestion, would that still be an issue though being that the other computer works with the same processor/motherboard combo? is there anything I can check to see if that may be it?

The computer doesn't respond to any keyboard presses when it shows the bios screen so I don't think I can flash it without another processor? :'(

They may be the same model, but different revisions (which you should be able to check visually, there'll be a stepping/revision number printed somewhere on the board.)

That said, short of trying out the other proc in the 'bad' motherboard, I can't really think of any way to flash the BIOS/firmware in the first place. --> It may be time to call customer service and set up a return or RMA.
