Video Card Not Displaying Output-Custom Computer

I just built a custom computer and whenever I turn it on the video card [and all the other thing's fans] fan does that jerk then spins, but the video card does not do that. I am getting no display on my monitor and the video card just sits there, getting a bit warm. I have a iCooler 7770 Radeon and a ASRock 970E3 motherboard. Is something faulty in my motherboard? video card? Power supply? Please answer :( 

Update:
I just found out that if I keep the 6 pin connector to the video card unplugged, it still does that tiny spin. So is it my PSU not supplying power to my video card? Should I return my PSU or Video card?

Did you make sure the four/eight pin pci power plug near the CPU is plugged in??

No I did not having anything plugged in next to the CPU[except the power FOR the CPU]. I did find two 4 pin slots though so I plugged power cords into both of them to see if anything different would happen, but it the video card wouldn't spin. Btw the only four or eight pin slots are the Power Fan connector and the ATX 12v power connector.
