The first link DelightfulDucklings posted for you is one of the best Ivy Bridge overclocking guides I've seen out there, it does have some temperature lowering tips, but if they do not work for you, you can always get yourself a better CPU cooling solution.
The 212 EVO is a cheap solution and is not a passive capable cooler, meaning if you remove the cooling fans can it cool with case airflow without overheating the CPU?
No it cannot, what does that mean?
It means even higher performing cooling fans won't make any useable overclocking difference!
If a heat pipe air cooler can be used as a passive cooler then adding higher performing fans makes a huge end cooling performance difference.
So if BIOS tweaking doesn't get you in the lower temperature range your next logical step is to get a better CPU cooling solution or live with your results as they are.
The Thermalright Silver Arrow SB-E Extreme is one of the best cooling performers presently on the planet, and if I personally was going to buy an air cooler this would be the one.

There are CLC water cooling solutions but to get the same cooling performance as the Silver Arrow SB-E, will cost more money.
The original Thermalright Silver Arrow heat sink itself is a passive cooler, and the SB-E extreme is the same heat sink with higher performing cooling fans.
FYI: The Noctua NH-D14 and the Phantek PH-TC14PE are also passive coolers that benefit from higher performing cooling fans, any of these suggestions are better CPU coolers than what you are presently running.
Replacing the EVO will give you more overclocking leeway.
